Can an Add-on be purchased on it's own without purchasing a membership?

Currently the Add-on module is only designed to work with the Membership module. You can't create an Add-on to be purchased as a stand alone item, it can only be purchased while purchasing a membership. However you can set up a dummy membership package to allow add-ons to be purchased after a member has already joined/renewed.

Can a part offline payment be recorded?

You can only record the full offline payment, so will need to await to receive the full amount before recording the payment.

Can you add more add-ons to an existing order?

It's not possible to add more of an item or add more items to an existing order
